BATASANG PAMBANSA, FEBRUARY 11, 2003 -- An executive meeting of HB 4110 co-authors was held upon the request of Rep. Angara-Castillo to consolidate authorship and amendments to the present version of HB 4110. The amendments are designed to strengthen and make the bill more compelling against consciencious objections.

The original versions of this "popbill" (Senate Bill 545, October 1996) were based on the 1994 Cairo Conference on Population & Development. This was initiated by the Population Commission, under the tight supervision of the Washington-based "Futures Group International". Today, the POPCOM is focused on the field implementation of programs contemplated in HB 4110, while the redrafting and legislative lobbying is spearheaded by the foreign-funded Philippine Legislators Committee on Population and Development (PLCPD).

The new popbill -- HB 4110 -- is now also anchored on the 1995 Beijing World Conference on Women. The amended version does not become official until it is filed at the Bills and Index section of the Lower House. It has been referred to the House Committee on Health. To-date, only six (6) congressmen have declared in writing their withdrawal from co-authorship. Below is the consolidated list of congressmen who have persisted as official co-authors of HB 4110.
